Here is something almost nobody knows about the wind chill number on their weather app. It was measured on people walking.
In the autumn of 2000, a joint US and Canadian working group set out to fix the old wind chill formula, which was based on how fast water froze in a plastic cylinder in the Antarctic in 1945. The replacement was built differently. Twelve volunteers, six men and six women, were put in a chilled wind tunnel with thermal transducers stuck to their cheeks, foreheads, noses and chins to measure actual heat loss from a human face. While the measurements were taken, they walked on a treadmill at 3 mph, roughly 4.8 km/h.
That is a brisk walking pace. The human studies finished in June 2001, and the US National Weather Service and the Meteorological Service of Canada put the new index into service for the 2001/02 winter.
So the wind chill figure you glance at before deciding whether to go out is not a general-purpose measure of cold. It is a number derived from the faces of people doing exactly what you are about to do. That makes it the single most useful piece of information for a winter walk, and it is worth understanding properly, because most winter walking advice skips straight to "wear layers."
Wind chill, not temperature, is the number that matters
Two days at the same temperature can be completely different walks. At -5°C in still air you will be comfortable within five minutes of setting off. At -5°C with a 40 km/h wind you will be looking for a doorway.
The reason is that your body keeps a thin layer of warmed air against your skin, and wind strips it away and makes your body heat it again, continuously. That is the heat loss those transducers were measuring. So the practical rule for dressing is to check the wind chill value and ignore the thermometer.
When exposed skin actually freezes
This is where winter walking advice tends to go vague. The published risk bands are specific. These are Environment Canada's, in wind chill values rather than air temperature.

The US National Weather Service publishes the same thing in Fahrenheit with a worked example: 0°F with a 15 mph wind gives a wind chill of -19°F, and at that value exposed skin can freeze in about 30 minutes.
Read those numbers next to the length of your usual walk. A 25-minute loop at a wind chill of -30 is a genuinely different proposition from a two-hour walk in the same conditions, and the fix is usually not to stay in. It is to cover your face and shorten the walk.
The bit almost everyone gets wrong
Frostbite needs the actual air temperature to be below freezing, not just the wind chill value. If it is +2°C with a savage wind and your app reports a wind chill of -6, you will feel wretched, but your skin cannot freeze. Water does not freeze above 0°C, and wind cannot take your skin below the temperature of the air around it.
The same logic explains the other common misunderstanding. Wind chill does not cool objects. It only describes how a human being loses heat. Your car, your front step and your water pipes do not care about the wind chill figure. They care about the real temperature.
None of that makes wind chill useless. It makes it exactly what it says it is: a measure of how quickly you will lose heat, calibrated on people walking.
The real reason winter walking collapses
It is not the cold. People walk in Tromsø and Winnipeg.
What breaks the habit is that the daylight window closes onto the working day. In much of Europe and North America, mid-December gives you a sunrise after 08:00 and full dark before 16:30, which means the only daylight is the part you spend indoors and the walk has to move rather than simply be endured. That is a scheduling problem wearing a weather problem's coat, and it has a scheduling answer: the lunch break, or accepting the walk will be in the dark and preparing for that properly, where the single most effective thing is reflective material on your ankles and wrists rather than on your chest.

Ice is the actual injury risk
Cold gets the attention. Ice causes the hospital visits, and it deserves more than one line.
Three things that genuinely help:
- Traction, not just insulation. Warm boots with a smooth sole are worse than cold boots with a deep tread. Slip-on ice grips are cheap and outperform expensive winter boots on packed snow and black ice.
- Change your gait deliberately. Shorter steps, feet a little wider apart, knees slightly bent, weight over your front foot rather than behind it. It feels ridiculous and it works. Hands out of pockets, because you cannot catch yourself with your hands in your coat.
- Assume every dark patch is ice. Black ice looks like wet tarmac. The risky places are predictable: north-facing pavement that never sees sun, the bottom of slopes, drain covers, painted road markings, and the two metres either side of a doorway where meltwater refreezes.
Bridges and footbridges freeze before roads, because cold air reaches them from underneath as well as above.
Does walking in the cold burn more calories?
A little, and probably not for you.
The mechanism is real. Your body spends energy keeping its core temperature up, and shivering in particular is expensive. But shivering is the point: the effect scales with how cold you actually get, and if you are dressed well enough to walk comfortably for an hour, you are dressed well enough that it mostly does not happen. Studies that find a decent increase tend to involve people who were genuinely, unpleasantly cold.

Dress for the walk you want to take, not for a metabolic bonus that disappears the moment you stop being miserable.
Warning signs worth knowing
Stop, get indoors, and warm up gradually if you notice any of these.
Frostnip, the stage before frostbite: skin goes white or grey-yellow, feels cold and oddly firm, and then goes numb. Numbness is the signal, because it removes the pain that would otherwise tell you to act. Fingers, toes, ear lobes, nose and cheeks first.
Early hypothermia: shivering you cannot control, clumsy hands, stumbling, slurred speech, and a strange lack of concern about any of it. That last one is the dangerous part, because the person affected usually stops making good decisions before anyone else notices.
Rewarm slowly. Do not rub frostnipped skin, and do not use direct heat on it.
One more that catches people out: you sweat in winter. Sweat under an insulating layer then chills you the moment you slow down, which is why the standard advice is to start a walk feeling very slightly underdressed and let the walking warm you up.
Keeping the habit through the cold months
The honest problem with winter is that a walk has to be worth doing when the easy version is not going outside. Three things that hold up:
- Shorten the unit. Winter is the wrong season for a target that requires 90 minutes and good weather. Fifteen minutes on a bad day beats nothing, and it keeps the habit alive to be rebuilt in March.
- Use the lit main roads on purpose. In summer that feels like the boring route. In December it is the only sensible one, and it means a whole set of streets you normally skip becomes the obvious choice.
- Make the shorter walk still count for something. This is the part a step target handles badly, because 3,000 steps looks like failure against a 10,000 goal. A map handles it better: three streets you have never walked is three streets, in any weather, at any length.
That last one is the honest reason a fog-of-war map suits winter unusually well. Your map starts dark and only walking clears it, so a fifteen-minute detour down an unfamiliar terrace is visible, permanent progress rather than a number you missed. It reframes the winter question from "did I do enough today" to "which bit is next", which is a much easier question to answer in the dark in January.
Your winter walking checklist
- Check the wind chill, not the temperature.
- If the wind chill is -28 or below, cover your face and plan a shorter loop.
- Traction on your boots, or slip-on ice grips.
- Reflective material on ankles and wrists, not just a chest panel.
- Layers you can open, starting slightly underdressed.
- Mittens over gloves when it is genuinely cold. Fingers keep each other warm.
- Hat, because an uncovered head is a large uninsulated surface.
- Hands out of pockets on ice.
- Tell someone your route if it is dark and cold and you are going alone.
- Shorten the walk rather than cancel it.
The bottom line
Winter walking has a reputation for requiring grit. Mostly it requires reading one number correctly and owning grippy boots.
The wind chill value tells you how fast you will lose heat, it was measured on people walking at your pace, and below -28 it comes with a stopwatch attached. Above freezing it cannot hurt your skin no matter how unpleasant it feels. Ice, not cold, is what will actually injure you. And the habit survives the season by getting smaller rather than tougher.
The streets are still there in February. There are just fewer people on them, which is its own argument for going.
